[TODO] Basic audio support

Basic audio playback. Positional stereo audio will eventually be needed but not initially required.

If we can get this done for Milestone 1, that would be outstanding. Full audio support is scheduled for Milestone 2.

Quick outline of the existing consensus:

1. Everything is 48kHz end-to-end, including source files.
2. OpenAL
3. PCM WAV for sound effects, Ogg Vorbis for music, Opus or Codec2 for the chat system.

Voicechat goes on the "is it feasible" list. Nice to have, but not required.

Certainly deferred. Still, the point is that any design of an audio system should at least think about where that might slot in.

Also, for generating sound made by sound devices of the DCPU-16, we could use BLIP-BUF. This allow to generated stuff like realistic PC Speaker simulation / SID/OPL like sound , etc... at low CPU cost. Plus could be used over SFML, SDL or any other sound lib because only generate the samples used by the sound lib and could minimize some sound latency problems in sound devices.
